Part 1: The Water Remembered
At 1:08 a.m. on August 2, 2014, the water became something to fear.
Across Toledo, Ohio, emergency alerts jolted residents awake with a message few Americans had ever heard from their local government: Do not drink the water. Do not boil it. Do not cook with it. Nearly half a million people suddenly found themselves without access to something so fundamental that most rarely think about it until it disappears.
Store shelves emptied within hours as families searched for bottled water. Restaurants closed. Hospitals activated emergency plans. Parents wondered how to prepare infant formula or brush their children's teeth. The culprit—a microscopic toxin called microcystin, produced by a massive harmful algal bloom in Lake Erie—had infiltrated the city's drinking water system, exposing a vulnerability few imagined possible.
For much of America, the crisis lasted three days.
For many residents of Toledo's Junction neighborhood, it never truly ended.
More than a decade later, conversations about water in Junction still begin with caution. Residents speak about rising utility bills, aging infrastructure, neighborhood flooding, and lingering questions about whether systems designed for another era can adequately protect communities confronting today's environmental realities. The water advisory may have been lifted, but trust has proven far more difficult to restore.
That lingering distrust raises a larger question—one that extends well beyond northwest Ohio:
What happens when the people paying the greatest price for pollution are not the people who created it?
It is a question about water.
It is also a question about power.

Beyond the Algal Bloom
The 2014 Toledo crisis introduced millions of Americans to harmful algal blooms. Scientists have long understood that excess phosphorus and nitrogen entering waterways from multiple sources—including agricultural runoff, livestock operations, urban stormwater, and industrial pollution—can fuel explosive algae growth. Under the right conditions, those blooms produce toxins capable of threatening drinking water supplies and human health.
Yet environmental disasters often become simplified into singular events.
A contaminated river.
A chemical spill.
A flood.
An advisory.
Once the immediate emergency passes, public attention moves elsewhere.
Communities do not.
For neighborhoods like Junction, environmental hazards are rarely experienced as isolated incidents. Instead, they become part of daily life—a series of interconnected challenges involving water quality, deteriorating infrastructure, contaminated land, flooding, housing conditions, and public health.
"The system wasn't built for this," said Alexis Smith, project manager for Junction Coalition, a nonprofit organization that has spent years working alongside residents to address environmental challenges in one of Toledo's oldest neighborhoods. She notes that the city's treatment system was originally engineered to remove contaminants such as E. coli, not toxins produced by increasingly frequent harmful algal blooms.
The distinction matters.
Climate, agriculture, industrial development, and aging infrastructure have created environmental conditions that many twentieth-century public systems were never designed to confront.
Communities are being asked to adapt.
Infrastructure is struggling to keep pace.
Residents are paying the difference.
The Cost Beyond the Water Bill
When discussions turn to environmental contamination, conversations often focus on cleanup costs, government investments, or engineering solutions.
Far less attention is given to who ultimately absorbs those costs.
Following the 2014 crisis, Toledo invested hundreds of millions of dollars upgrading its water treatment system to better protect residents from future contamination. Those investments were necessary.
But they were not free.
"Who pays?" Smith asks.
Her answer is uncomfortable in its simplicity.
"The people paying for the solution are often the same people who didn't create the problem."
That observation reframes the story entirely.
The issue is no longer simply about environmental contamination.
It becomes an economic question.
A governance question.
An equity question.
Residents continue paying higher water rates despite having little influence over the agricultural practices, industrial activities, land-use decisions, and policy choices that contribute nutrients and pollutants flowing into Lake Erie.
In many ways, the crisis illustrates a recurring pattern found across the United States: environmental costs are frequently distributed differently than environmental benefits.
Industries create jobs and economic growth.
Communities receive pollution.
Taxpayers finance cleanup.
Families shoulder health risks.
A Neighborhood Still Living with Its History
Walking through Junction today reveals that environmental justice extends beyond drinking water.
Residents worry about neighborhood flooding.
About aging pipes.
About contaminated soil.
About what decades of industrial activity left behind beneath parks, vacant lots, and residential blocks.
During preparations for a community rain garden, soil testing uncovered buried building foundations, construction debris, and remnants of the neighborhood's industrial past—physical reminders that history often remains embedded in the landscape long after factories close or businesses relocate.
Even efforts to grow fresh produce require additional precautions.
Community gardens frequently rely on raised beds because underlying soil must often be tested before fruits and vegetables can be safely cultivated.
These challenges reveal something important about environmental injustice.
It is rarely one problem.
Water influences soil.
Soil influences food.
Flooding influences housing.
Housing influences health.
Infrastructure influences opportunity.
Each system affects the next.
Looking at any one issue in isolation obscures the larger picture.
A Different Question
Most reporting on environmental crises asks what happened.
Undertones asks something different.
Why do certain communities repeatedly find themselves living closest to environmental risk?
Why do neighborhoods separated by hundreds of miles often describe remarkably similar experiences?
Why do some Americans inherit cleaner air, safer drinking water, newer infrastructure, and healthier neighborhoods, while others inherit contaminated land, higher utility costs, and decades of deferred investment?
These questions cannot be answered solely through chemistry or engineering.
They require examining history.
Policy.
Institutional design.
The stories governments tell themselves about whose neighborhoods deserve protection—and whose can wait.
Because the story unfolding in Junction did not begin in 2014.
The algal bloom exposed a vulnerability.
It did not create it.
To understand why communities like Junction continue bearing disproportionate environmental burdens, we must look beyond the water itself and into the policies, planning decisions, and institutional narratives that shaped American neighborhoods long before a single toxin entered Lake Erie.
